You will need to write a shell program that finds all programs that have the owner sticky bit on set on the file. You will need to copy each of the files to a location in your home directory for backup purposes. Your program will then need to loop through each of the files and temporarily change the permissions on the file and remove the sticky bit. Your program will also need an option for putting the files back to their original permissions. I would probably use a case statement that allows the user to choose the change permissions or return to their original state.
