You may recall that, in Section 3.6, we made the argument that panoptic structures in society are not inherently good or bad, and that their goodness or badness is a function of how they are used. Both Foucault and McLuhan would agree that the panoptic design is a medium, and Foucault in fact called it a “political technology.” According to McLuhan, however, such a blanket statement is not valid, because: 1) you have to look carefully at the medium to decide how it will affect society; and 2) the “way it is used” is the least important part of the analysis.
