Introduction
Information Technology (IT) implementation orients itself with plenty of risks that arise out of uncertainty, mismanagement and lack of clarity in organisational framework. As the IT implementation failures are not discussed properly, the issues that lead to failure and the issues that can be addressed remains unexplored. In the current assignment, the IT failure is discussed in the context of Queensland Health in Australia.
1) Main Reasons behind the IT Implementation Failure
IT failure can occur due to government policies, legal bindings, complexities of organisational structures, lacklustre roles played by stakeholders, lack of clarity in allocated responsibilities, lack of prior survey, mismanagement, economic crunch, technological restrain and many more. As stated by Fieldhouse, Mertens and Ravn (2018), the government policies determine the pricing, ethical barriers and organisational standards that have to be maintained at the time of IT implementation and due to the complexity it generates, failure of the functioning occurs.
As seen in the case of Queensland Health, the frequent changes in the government policies, occurring out of three year intervened elections caused much confusion and complexities. As mentioned by Shoag and Veuger (2018), the legal bindings, which again is an outcome of government policies also hinder IT implementation. The lacklustre role played by stakeholders, as assessed by Balakrishnan, Malhotra and Falkenberg (2017), make the involvement level very limited and create ambiguity in the understanding of the responsibility allocated to individuals.
In case of Queensland Health, the role, played by the Director General and the accounting officers working under him, was very casual in their attitude and it created lacklustre performance and misconception about allocated responsibilities. The economic crunch comes after a project crosses its allocated budget and time schedule. As comprehended by Guzzini and Iacobucci (2017), crossing the budget generates economic crisis that leads to IT implementation failure. In the given case study, it is found that the Queensland Health IT implementation project had crossed it budget by 300%. Lastly, technological restrain contributes most in the IT implementation failures. As seen in the case of Queensland Health, the lacklustre performance of WorkBrain was highly responsible for the delay and over-budgeting of the initiative (Eden & Sedera, 2014).
2) Individual Responsible for the Failure with Justification
Considering the potential Queensland Health had and the way it turned into an expensive failure, it becomes apparent that it was Mr. Terrence Burns, the project director who was responsible for the entire mishap. As stated by Martinsuo and Hoverfält (2018), a programme manager is to select the best third party organisations for managing a project, based on the offered tender, time scale and services offered.
In case of Queensland Health IT implementation, the project manager made biased preference towards IMB and its offered software solution, WorkBrain. The offered and agreed deal with IMB proved to be disastrous as the time provided was not adequate and IBM underestimated the requirements of the project, creating a poorly guided plan that never fulfilled expectations.
3) Use of IT in Health Departments or Hospitals with Examples and Reasons for Success
Similar to that of most of the hospitals in Australia, Angliss Hospital started its journey as a part of Eastern Heath foundation offering services to care seekers in the most traditional forms. With the increasing number of care seekers visiting every year, the organisation found that it had been lagging behind the requirement of care services. In order to cope with the increasing demand and need for specified care services, the organisation incorporated the use of Information Technology (IT) and started using mobile apps for the convenience of the care seekers.
For instance, the medical imaging services which were restricted to the medical practitioners only and was given access to care seekers after the care service administration was replaced by the use of Eastern Health app that was available of leading mobile platforms (Eastern Health, 2018). Care seekers were given much more control and deeper access to the process of medical imaging and care, which revolutionised the way care services worked. Currently all leading medical organisations in Australia use the same path.     
4) Reason for “WorkBrain” not being utilised properly
The WorkBrain by IBM was supposed to perform as an alternative to LATTICE, which was becoming obsolete and unsupportive with a limited time. The LATIICE was used for payment oriented data base management of the 85,000 staffs in Queensland (Chesterman 2013). The huge workload of LATTICE used the help of SAP finance and SAP HR. The Queensland Health had diverse range of employees and it was intertwined with bureaucracy level of managements.
When WorkBrian was about to be used, it was fused to perform along with SAP HR and SAP finance under the government managerial levels, which undermined the full potential of the software solution as IBM staffs were unable to assess the complex political and bureaucratic levels of work frame. In addition, the IBM staffs were shown a lack of faith, which also affected the performance of WorkBrain (Chesterman 2013).
5) Recommendation to the Health Department to Resolve the Present Issues
The issue faced by Queensland Health has gone out of control and has earned the reputation of being the highest amount every lost (1.25 Billion AUD) (Eden & Sedera, 2014). At the current state, there is hardly any solution that can cover up the loss. However, considering the fact that surrounded and caused the failure, it can be suggested that Queensland Health should conduct fair tender submission process and stay away for biased decision making in choosing vendors. In addition, instead of offering the entire assignment to one organisation, Queensland Health could segregate the entire project in short termed and smaller sections. The smaller section management, as stated by Van Quaquebeke and Felps (2018), would require less investment at a time and the organisational functions can be optimised as per the requirements and allocated budget. Including more than one organisation would also means that Queensland Health can compare the pricing and performance of one vendor with another and give the next lot of work accordingly.
Conclusion
Finally, it can be said that Queensland Health IT implementation failure is the result of more than one risk factor, among which the role of IBM, the biased preferences of project manager and the lacklustre attitude of the Director General can be termed as the most prominent ones. Careful consideration would have made the outcomes positive for Queensland Australia.
