Within a month of program start, provide the community with a central meeting place that offers educational, recreational, and spiritual programming seven days a week, as demonstrated by written daily schedules documented by program staff. One year after the program has begun, 75 percent of the families who participated will not have had to interrupt employment to care for their sick child. This shall be documented by the existing employment records kept by the current child care case managers. By January, racial oppression for low-income families of minority children will be reduced by 50 percent, as measured by self report.
