Why were prisons in the South able to establish convict leasing and prison farms as an attribute of their treatment of people, most of whom were Black, who were convicted of crimes after the Civil War?
Because states passed Black Codes, which allowed for these practices throughout the south
Because of a section of the 13th Amendment that allows for involuntary servitude only for someone convicted of a crime
Because the federal government established a plan to ease out of slavery rather than abolish slavery outright in an amendment
Because the Slave Codes were still in effect, so they maintained the same prison practices as they had before the Civil War
