While President, he never attempted either directly or indirectly to promote legislation to benefit citizens with disabilities or to use his private influence to assist them. His failure to do so means that the disabled community is living in a society which is full of physical barriers instead of living in a society which is largely free of them. If he had acted, we would be living with greater understanding and less prejudice between citizens with disabilities and those without them.
