This equals to 1.3 per cent of all pregnancies affected by mothers engaging in drug use 4.The Australian National Household Drug Survey estimated that 6 per cent of women stated that they used illicit drugs, including cannabis, while pregnant AND while breast-feeding. 5.Women who are pregnant and have been assessed to be dependent on substances are usually referred to treatment programs that the government pays for, which impacts on taxpayers. 6. If a mother is using drugs she then puts her baby at risk of being born with a disability. Therefore, the demand for more disability support becomes higher and expenses increase. 7.Utilitarianism.
