Police Discretion and Accountability
Introduction
Out of various factors, accountability is a one of the most important element of policing. Not only the individual officers but the law enforcement agencies are also required to account for their actions. The goals of policing as defined by the national academy are lawfulness and legitimacy and to achieve these goals accountability procedures are essential both with the individual officers and the law enforcement agencies.( Geller, W. A. and M. S. Scott. 1992
Lawfulness means to be in harmony with the law including the formal enactments and court decisions. Legitimacy here refers to the quality of the police to be in accordance with the established or accepted patterns and standards consistent with public expectations. (Bayley, D. 2002).
Lawfulness as well as legitimacy is important to check crime and minimize disorders in a region. In order to achieve that Policy helps in making the actions legitimate.
Purpose Statement
This paper does not cover accountability in agency-level, it is only limited to various procedures and policies link with holding of individual officers accountable for their conduct. This paper will discuss few selected set of procedures of accountability. They are:
(1) Use of police authority through formal policies of agency.
(2) Officers are routinely supervised by the first-line supervisors;
(3) Evaluation of regular performance;
(4) Intervention systems are design for identifying the problems related to performance.
(5)Various procedures are there by which investigation for allegation can be done for the officers who misconduct.
