3.Analysis.Systematically analyze the issue in essay form. Some,but not all, questions you should answer:What causes it? How are residents of the public affected by it? How many people, other than you or your family or acquaintances, have experienced it?How often? What are the costs of what’s happening? If it’s dangerous, what could happen?If it’s wasteful, how much money could be saved?Give specific examples.You must have data, with sources, to back up your case.The analysis should beabout three pages, double-spaced.
4.The experience of other public entities. Some,but not all, questions you should answer in essay form: What other cities, counties, states, school districts or other public entities have this problem/issue?Describe it.How they have tried to solve it?What were their results? What were the barriers? Did it save money? Did it improve quality of life?Cite data. This should beabout two pages.
5. What is thecurrent policyin the affected community regarding this issue? Explain fully and cite the source of ordinance/law. When was it enacted? Why? This should beabout a half page.
6.Proposed policy. What new policy or change in current policy doyoupropose as a remedy?Draft a succinct policy statement of your proposed policy. This should bethree to five sentences.
7.Benefits of your proposed policy.How would this proposed new policy or policy revision solve the problem/issue? Back up with sourced data and detail. This should beabout two pages.
8.Final summary statement. Briefly, restate the issue/ problem, summarize the benefits of your proposal and urge its passage.
