I agree with the author on the point that technology is the tool of the powerful. Technology is a form of change and is inherently prejudiced towards its methods and material of which it is made. Since technology has a value system, it is far from being neutral. Furthermore, its application is a part of itself like software, instructions and technique. However, it is true that technology always leads to change in the institution that invented it. It offers different options to societies and it is up to them which technology they choose, thus steering the culture in a particular direction once the choice is made, which would not have been otherwise possible.
