1. Select a key target group/cohort ( ie Aboriginal and Torres Strait Islander peoples, refugees, women, people with (dis)abilities etc.




2. You will then need to research and identify a key structural historical approach that has impacted your target group ( this could be a policy, legislation or socio cultural issue).




3. You need to decide whether the structural historical factor you have chosen has resulted in contemporary oppressive issues or not ( do you agree that it has or has not and why)




4. You then need to focus on the implications for community services (for example is this target group over represented in areas such as mental health or child protection etc). What does it mean for what we need to consider as community service workers?.

Choosing your target cohort or group





In order to choose your target group or cohort content and readings from weeks 3-6 will help you. You can choose a more specific target group. For example you may want to focus on Aboriginal and Torres Strait Islander peoples but you may want to specifically focus on young people. You may focus on CALD but more specifically refugees or newly arrived migrants. You may want to focus on sexual orientation and more specifically gay young people. You can also choose a target group that we have not covered in class for example you may want to focus on single parents. If you decide to focus on a target group that we have not covered in class check in with your facilitator.




It is important when considering your target group that you are able to create the link back to community services.







Choosing a historical structural factor/approach





We cover historical factors in weeks 3 to 6 under struggles and inequality. However use google scholar to research historical events, policies or legislation that has impacted your group. When choosing your historical factor remember that is has be to be a structural historical factor.




Remember structural oppression is when dominant groups in society gain access to institutions in society therefore have more power in making decisions that shape the society we are living in. We are therefore looking at legislation, policies and socio cultural issues. For example the White Australia policy or Assimilation policies.

The definition of multiculturalism and/or diversity I am going to use in this paper is from TONER (2017) and is as follows: “Multiculturalism recognizes that people from the diverse cultural experiences, backgrounds, families and educations bring valuable and prized knowledge and skills to society or culture. The main purpose is to promote social inclusion and equality of opportunity for all the people” (TONER, 2017, p. 12).
These concepts are important in community services. It is because such concepts reinforce and support the ideas, values and principles of social equality and justice which are significant for offering ethical and effective services to all the people or members of the community/society including those with disabilities.
The target group/cohort I will be focusing on is PEOPLE WITH DISABILTIES and the key definition and description of this target group/cohort includes those who have long term mental, physical, intellectual or sensory injuries that has a considerable as well as long term effect on their capacity to perform day to day activities.
The key historical structurally oppressive issue (i.e. social/cultural norm, legislation, policy) that I have chosen is THE MEDICAL MODEL OF DISABILITY the key definition and description of this issue can be described as a perspective that outlooks disability as an individual insufficiency/ pathology, rather than an outcome of societal & cultural barriers and discrimination. The intention and impact of the medical model of disability is to medicalize disability and reject individuals with disabilities from full participation in society and culture. This medical model of disability is fully based on a biomedical perception of disability. On the other hand, this model links a disability diagnosis to an individual’s physical body.
I will agree in my essay that historical approaches, such as INSTITUTINNALIZATION and MEDICAL MODEL described by Morris 1991 and Campbell and Oliver, 1996, are still impacting inclusion in society today and have major implications for the community service sector. I will support this with research by using the following key authors from the required readings and my additional research:
