The HPNAP is involved to provide funds for the distribution of food through Emergency Food Relief Organizations (EFRO) (Allsopp et.al., 2019). In response to this distribution of quality food that reduces obesity, “HPNAP” was implemented by the New York State government with the help of 47 EFRO is engaged to distribute food to those who are in need. Evaluation Goal The aim of this nutrition evaluation program is to study the effectiveness of the “HPNAP Program” in preventing obesity by providing quality food in New York State (Allsopp et.al., 2019). This evaluation will investigate the objectives, advantages and the services of the HPNAP program and their performance and their future applications. This nutrition evaluation will help to analyse the funding needs of nutritious food services across New York State for the following year based on the data analysis from both the previous and the present data (Wang et.al., 2015). Evaluation Team Our team consists of HPNAP program staff and a nutrition resource manager from the HPNAP program who works within the system and has access to the HPNAP program data easily. A member of the New York Health department was asked to participate to review HPNAP plans to ensure funding for food pantries for supplying nutritious food. The people from the nutritional science background were asked to participate for evaluating the people from the New York state, United States. Table 1. ASSESSMENT OF STAKEHOLDERS At the monthly HPNAP review staff meeting, the procedure for evaluating the HPNAP Program was discussed. The stakeholders identified for the evaluation based on their interests and perspectives, how each stakeholder should be involved in the process. The stakeholders in this evaluation program are divided into three categories: the health department committee, the individuals of New York City and the people involved in evaluating the HPNAP program. The review meetings will help to conclude the solutions. how the individuals and the New York communities need to be engaged for improving the nutritional quality. After the meeting, the nutritional leader was contacted to give perspective on how individuals and the community nutrition improvement. II. BACKGROUND AND DESCRIPTION OF THE HPNAP PROGRAM IMPLEMENTED IN NEW YORK CITY Need A Nutrition competent HPNAP program is required to overcome the increase incidence of the obesity across the New York City in the United States. The increased incidence of the obesity is because of the poor nutrition and low socio-economic background and these results in the increased disease burden due to the weak immunity. Some of the non-communicable diseases due to increased obesity are the increased heart strokes, arthritis, hypertension, Diabetes etc. and this may cause the increased disease burden cost. Hence, there is a need for immediate attention to provide quality nutritious food to the individuals which improve the overall health of the nation. The untreated problem will results in the increased weight of the nation and also the disease burden in the United States. Context The incidence of the Obesity has been continuously increasing with the poor diet habit and long sitting hours due to increased workloads. The increased obesity in the children due to poor diet habits because of poverty and besides the cost of the high fats foods are less when compared to the nutritious foods. One of most common problem which is being faced with the increased obesity is Diabetes. Now days the children are more prone to the Diabetes and as the nation health and wellbeing is directly associated with the younger generations there is a need to prevent the disease burden. Hence, as a preventive measure to control in the New York City the US government has initiated the HPNAP program that is engaged to provide the nutritious food to the people who are below the poverty line. As, the HPNAP is involved in providing funds to the food pantry to improve the quality of life across the New York City. The overall disease burden of the non-communicable diseases can be minimized by the intervention programs that will minimize the obesity across the US. Targeted Population The target population for the HPNAP Program is the people from the below poverty line who cannot afford quality food, have limited resources and funds, Homeless people and those people who have limited social, family and community support. Goal The goal of this HPNAP program is to eliminate obesity and improve the quality of life of New Yorkers (Mehta, 2019). This can be improved by increasing the access to safe and nutritious food to New Yorkers. In order to achieve this overarching goal, the HPNAP program objectives were identified are: 1. By providing the education to the low-income New Yorkers by the initiative “just say yes to fruits and vegetables” as a supplementary nutrition by increased access to the food banks and the supermarkets. 2. Partnerships with various food organizations to educate about the non-communicable diseases and ways to overcome those diseases as per the nutritional standards. 3. Educating the people about the adaption of the healthier lifestyles to improve the quality of the people life. 4. Providing the financial and resources support with proper guidance as per the nutritional standards. The program is very old and needs a proper evaluation for applying the advances in the technology from the collected data. Stage of Development The program is old and being working from the 1980 and is functioning till date. Resources/Inputs Nutrition advisors, food pantry staff funding, community based organizations and health care centres, educators and resources. Outputs The output of the HPNAP program is improved quality of health and well-being of the New Yorkers by providing increased funds to the food pantry and education and awareness and increased accessibility to various food resources to minimize the economic burden because of the non-communicable diseases with increased obesity (Dickinson, 2019). Outcomes The benefits of the HPNAP program initiative across the New York state are 1. Increased partnership’s with various organizations to meet the needs of the people below poverty line. 2. Improved the Healthy lifestyle that resulted in the prevention of the non-communicable diseases. 3. Financial security and meeting the needs of the nutritional foods for all across the New York State. 4.
