EVALUATING THE EFFECTIVENESS OF DISASTER MANAGEMENT POLICIES
Introduction:
Disaster response is the fundamental ethos that are taken in order to mitigate further loss of life and property caused by a disastrous event.
By taking primitive measures, the response procedure attempts to restore the order of life in an immediate aftermath (Heo and Heo, 2019).
Three distinctive stages associated with disaster management policies are: disaster planning, disaster management and disaster recovery.
The disaster responses are an effort to normalize life after the disaster took place by reconstructing within a short span. With proper analysis of the disaster, its effect and consequences, disaster planning is done to recover the loss and also further efforts are assessed to prevent loss of lives due to disasters.

Assessment of the effectiveness of disaster response effort policies:
Disaster response policies are developed to help support people to procure safety and stability due to disastrous vivacity.
The initiatives about the disaster response are evaluated with the measures of MOE that is Measures of Effectiveness (Gilissen et al. 2016).
This is considered as a quantifiable management tool that sources the measurement process with proper evaluation, outcome analysis and performance management with help of the tool. By assessing, monitoring and evaluating the services and situation, the MOEs are developed.

Justifying the prediction of disaster was accurate:
The effectiveness of the response measures lies in analyzing the incident of disaster by gathering evidence.
With help of the crisis management model, the vivacity of earlier disastrous effects is then checked and evaluated as the cause (Siriwardana, Jayasiri & Hettiarachchi, 2018).
After proper evaluation of the tendency of destruction, cause and further loss probability, the response methods are taken.
The prediction may not be accurate for all the cases. The response methods are based on an incident that took place due to the same calamity or effect in a particular place. Evaluating the life and loss at a particular place during cyclones, the government takes initiative to provide extra precautionary safety and services to the dwellers (Nordberg & Booth, 2019). This might not be enough for the other disasters. However, the policies taken to help this issue are always regulated to the wellbeing of disaster stricken people and local inhabitants.

The disaster-prone areas are mentioned in the red zone once any calamity is traced by the weather department.
As per the response policy of disaster, the inhabitants, local stakeholders, dwellers, fishermen near the seacoast areas are warned to maintain distance from the coast.
The response policy provides an instant support to maintain life with medical aid and other emergency services like transport, food, temporary shelter.
However, the measures might not support the loss of property and possessions and life. Therefore, the MOE infers strict rules in housing and stability factors near the disaster prone areas and prohibits any business based on tourism near the seacoast or beaches in times of cyclone or tsunami to escape danger (Rathnayake & Siriwardana, 2020).

The initiatives were proper in gaining effective response and recovery efforts to disasters:
With real time data, situational awareness optimization is done in accordance with the response measures.
By improvising information flow, measures taken to save life in a disastrous area.
Hence, the initiatives though cannot be said to be perfect, but has potential in recovering after the effects of the disasters. The Federal Emergency Management Agency has focused on the planning process to help mitigate disastrous effects by developing programs and policies (Anh & Hai-Hoa, 2017).

In order to stop misleading information, proper training measures are being taken by the Federal Management Agency.

Future mitigation effort if taken in response to the disaster:
Evaluation of the earlier incidents may help the initiators get an idea on the pattern and way of the effect in associating effective support for the sufferers.
Evaluating the staff performance in rescuing people from the disastrous fact, further steps or implementation in staff performance or government ethics can be taken.
By analyzing and evaluating the loss and earlier experience, further as well as improvised measures can be taken. Strengthening the connectivity support, rescue of people from earlier may save lives more (Yuswadi, Gumanti & Maarif, 2017).
