They use a range of communication resources—traditional channels, such as county fairs; interpersonal channels, such as group meetings; and traditional mass media and the Internet—to build a voluntary coalition of citizens to clean up the environment, engender individual and collective efficacy, and influence the formulation of policies to support sustainable development by local, state, and federal governments.
