Then, if there is any service being conducted, a worker could make an efficiency estimate. This would say how long (and, thus, at what cost) a given program of intervention has to be continued before statistically significant results are projected, given current rates of change. It may be necessary to expand this efficiency estimate by adding the clinical or practical significance of such changes, because this represents another way to view social costs.
