The topic for this assignment is to prepare a business case to support opening a small primary care practice/clinic in a region/country of your choice. The primary care practice can be for general practice, allied health services or a dental practice. Specify whether the practice is in the public or private sector; if the latter, for-profit or not-for-profit.

You are required to prepare an operating and capital budget as well as a narrative summary of between 1,500 and 2,000 words to explain your assumptions and financial findings. The words in your operating and capital budgets are not included in the word count.

The business case should include the following:

(a) An annual statistical report for the first two years that includes:


  • The volume of patient visits each year

  • Revenue each year

  • Expenses/costs each year (Labour, equipment, supplies, and overheads)

  • Provide assumptions to justify volumes, revenue, and expenses (in the narrative summary)


(b) Prepare an operating budget for the first two years that includes:


  • An estimate of revenue each year

  • An estimate of expenses each year

  • The profit/surplus generated from revenues and expenses each year


(c) Prepare a start-up capital budget listing the equipment you may need for the project including the cost and annual depreciation.

(d) Prepare the 1,500 to 2,000 narrative summary, including the rationale for selecting the location and issues relating to corporate governance and financial risk.

     It is the primary healthcare system globally which provides emergency medical services to the people globally. In the year 2019, it was due to the 10-year primary healthcare plan, Australia was able to provide world-class healthcare facilities to its
citizens which was being commissioned by the federal government of Australia. Further, for making the primary healthcare clinics a success throughout Australia there were appointment of several medical representatives for supply of medicines, nursing facilities, allied healthcare facilities, researchers, patients affected with various diseases and suffering from mental health related issues and companies which can fund these clinics to support the primary healthcare facilities in the rural areas was being developed in the 10-year plan. It is due to this reason, will are emphasizing on setting up of a primary healthcare facility in the region of Brisbane, Australia which is targeted towards providing medical facilities to the aboriginals and Torres Strait Islander people living in this region. Further, this will help in supporting the Long-Term National Health Plan and help Australia to become the best destination for getting medical treatment at least cost (A guide to links between the Long-Term National Health Plan, 2022). We will hence prepare an operating and capital budget for the small primary care clinic which will be setup in Brisbane, Australia. This will help to get an idea of the expenses and earnings which can be generated by the small primary clinic in Brisbane and strategize plan accordingly for enhancing the earnings in the future.
Analysis
     The medical and healthcare facilities provided in Brisbane; Australia are of world-class parameters (Visit Brisbane, 2022). But the Aboriginal and Torres Strait Islander patients are mostly denied of these services due to several reasons. By setting up of a primary healthcare facility in Brisbane, the clinic can provide high-quality and culturally appropriate primary healthcare services to the indigenous people of Australia. There are various forms of medical services which will be provided to the indigenous people in Australia aimed to improve the health and well-being of these people and prevent them from admission in hospitals which are expensive. This will be an initiative provided by our primary healthcare clinic as a part of the Indigenous Australia Health Programme. As a part of this initiative, it will be the primary healthcare activity which will allocate grants for availing these services by the primary healthcare clinic. The services will consist of services which are being targeted towards the Aboriginal Community Controlled Health Services along with delivering mainstream services throughout the healthcare process. It will be improving the health of the aboriginal and Torres Strait Islander people and help them to get access to synchronized care.
    As a part of the initiative, the primary healthcare clinic will provide services such as annual health checks which will be free of cost in every year targeted towards the aboriginal and Torres Strait Islander people. There will be ear and eye checkup and treatment facilities for the patients with hearing loss in ear and difficulties faced in the vision of the aboriginal and Torres Strait Islander people. Thirdly, there will be assistance provided by the clinic in living a health lifestyle through advice on eating healthy foods, doing exercises for being active and avoiding any forms of risky behaviors which can have a negative impact on their lives. This program will also support assistance to the mothers and babies during and post pregnancy. Further, the victims of incidents related to mental health issues and suicide in Australia are highest among the indigenous communities. Hence, there will be support provided for treatment of mental diseases and averting suicides among these community. The rate of suicides among the people of indigenous community is highest due to high rate of poverty and imprisonment along with racial slur which they face in every phase of life. All these factors amalgamate in contributing towards a poor mental health situation, outcome of which is suicide among the aboriginal and Torres Strait Islander community in Australia (Cultural Survival, 2020). Also, the primary healthcare clinic will provide assistance to the healthcare workers through placement and training. The program will be aimed towards increasing the number of healthcare professionals available to work with the indigenous community.
