The smallest unsigned integer that can be represented in a 16-bit memory location is 02. A number system that uses 7 as a base would be impossible to devise since only even numbers can be used as bases. To convert a negative integer to binary using one’s complement format, you convert the integer to binary and “flip” all the digits.
