Following an informal meeting with the plaintiff, the association’s ethics and discipline committee, in a report, charged him with submitting invoices to the Maine Department of Health and Welfare that showed “gross overutilization, malpractice, and unethical practice.” The plaintiff was not informed of the charges against him before the meeting.
