The Metropolitan Council routinely conducts a survey to learn the opinions of Twin City residents about the region’s quality of life and key regional problems and possible solutions. One key question involves the most important problem in the Twin Cities metro area, grouped by major categories. Suppose the following table contains the 2012 responses and a random sample of responses from residents in 2014.
