The index can take any value between 0 – completely open – and 1 – completely closed. There does not seem to be very much correlation between the level of FDI flows and the FDI index. The three biggest recipients of FDI inflows in 2012 were (FDI index shown in brackets) USA (0.09), China (0.4) and Belgium (0.04).
