The IDEA provides for incentive programs to allow programming for children with
disabilities from birth to age 5. Most states do not have preschool programming
available to all children within the state and, as a result, must place students with
disabilities in private programs. As a practical matter, can the goal of inclusion be
accomplished in the preschool setting without requiring states to establish preschool
programs for children who are not disabled on a broad scale? Is the inclusion philosophy
important for preschool children?
