Let the speed of the boat in still water be x.
Time=Distance/Speed
Time upstream=(60/x-3)
Time
downstream=(60/x+3)
Total time=9
(60/x-3)+ (60/x+3)=9
[60(2x)/x2-9]=9
[40x/ x2-9]=3
3x2-40x-27=0
X=[40+√ ( )( )( )]/6
Solving we get x=13.98 miles/hr
