Although the history of the western world has included the rise and fall of oppressive, even âtotalitarianâ regimes such as Tsarist and Soviet Russia and Nazi Germany, is it possible to argue that although the state in some form is found in the non-western as well as western worlds, western states have been unique (at least until very recently) is promoting ideas of government inherited from Classical Antiquity? Conversely, is it possible to find examples of ârealâ democracy and citizenship in, for example, places like China, the Islamic world or India?
