Introduction:
Diversity and inclusion is very necessary in any organization and that should be implemented in municipality as well (Hugman, 2012). In this report, individual metrics has been developed based on the set goals of the organization or
structure. Mission, vision, and values for the diversity plan of the municipality organization has been developed in this report. Cultural competency throughout programmatic, research, development, and operational efforts of the municipality has been discussed upon.
Goal 1:            Build XYZ organization’s capability to execute the long-range inclusion plan
· Create a Diversity/Inclusion BOD Standing Committee
 Metric 1: The pay for every group of staffs should be equal irrespective of the gender or ethnicity, race or culture.
 Metric 2: Develop a multilingual culture so that the staffs can freely express their opinion in their own language. For the understanding of others, the opinions can be translated.
· Create and lead diversity cross-divisional implementation team
Metric 1: A charter is to be formed with clear budgeting. Around $10,000 can be allocated to this team. Clear clarification about the expenses to be made from the available budget.
Metric 2: proper communication is to be established among the members of the team. Formal as well as informal communication should exist in the team.
Metric 3: A best suitable leader should be chosen for the team who can manage the team and can follow the team charter and get the required results. The leader should be based on the experience and expertise and no other factor.
· Increase diversity of staff and volunteer population
    Metric 1: Women should be included in the group. The target should be around 40%.
    Metric 2: Aboriginal community is to be included in the team. Around 20% of the staffs should belong from the community.
    Metric 3: 20% of the staffs will be black.
· Assess the level of intercultural competency of staff and volunteers, and design tools to increase and develop the competency
    Metric 1: The staffs will be hired based on the expertise without considering any of the other factors including gender or ethnicity, race or culture, etc.
    Metric 2: Training will be provided at regular intervals to the staffs to improve their competencies.
