Executive summary


This should be a brief summary of your work (for this course, no more than one page), written for managers and so should be less technically oriented than for specialists or for technical readers. The purpose of an executive summary is to present an overview of a longer report to people who may not have time to read the entire document. Statement of the situation

This section is also an organization, concentration, and description of the key effects or outcomes that constitute the situation.


Analysis


All the elements in the situation (people, departments, companies, etc.), the available data (financial, performance, productivity, quality, etc.) must be diagnosed, and analyzed by applying some pertinent tools (approaches, methodologies, processes, procedures, techniques, etc.). A decision criterion should be stated clearly and concisely. The final decision and/or solution must be justified and properly supported by a complete demonstration of the applied procedure. Alternative decisions and/or solutions should be considered and explained. What-if analysis can be applied in order to define other hypothetical situations. At MOST two qualitative and two quantitative methods from units III and IV should be applied to analyze and/or solve (action plan) the case. An action plan and final recommendations should be presented in order to fix the situation. According to William Ellet (2008), an effective action plan has the following characteristics: set goals based on the argument, address the actionable content of the argument, consists of specific steps, has realistic short – and long-term steps, and identifies and responds to the major risk to the plan.

In this section, a closing conclusion should be presented to remark the principal elements of this work (context-problem-analysis-outcomes). In order to convince readers that your conclusion is valid ensure offer enough credible evidence in this regard.

The Indian Railway Ministry is to expand its railway operations. The expansion is under consideration of due to the increasing economy and the GDP of the country. The effective monitoring of the freight wagons of the rail carts is the major aspect. The CRIS is looking into various options of advanced technologies to be implemented from as a solution. RIFD is one them. These technologies have been introduced and running successfully in various countries like North America, China and many more.

India is witnessing a rise in Gross Domestic Product (GDP). Looking at this the Indian Railways is considering expanding the freight wagon network due to the increased activities of the country’s economics (Srivastava, Mathur & Teo, 2009). This has increased the demand of freight carriage requirements. The increased numbers of the train wagons have increased the challenge of monitoring each of them. For an effective monitoring of the train coaches of this large network, the railways are looking at various options to implement into the system. According to Ye, Wang, Song and Li (2018), one of the methods under consideration is the automatic equipment automatic system by introducing a different technological instrument.
The head of the Centre for Railway Information System (CRIS), Ranbir Singh is the concerned person with the right authority to make the related decisions of including and adopting the new technological system in the railway freight wagons. Ranbir Singh is considering various aspects of adopting this system. He is also looking at various other options for an effective result. If the system were successful in the pilot run, it would be implemented to the large railway network of the entire country (Srivastava et al., 2009). An attempt is made in this paper to analyze the situation faced by CRIS and the alternatives available with it. Various aspects are discussed to analyze the introduction of this technology and arriving at a final decision.
Statement of the Situation
The Centre for Railway Information System (CRIS), which is a department of Indian Railways, is considering to run a pilot project testing of a new technology called Radio Frequency Identification (RFID) System in the freight wagons of the trains for an effective monitoring of the wagons and to increase the efficiency of the freight operations. Recently, many other alternate options have come in picture to choose from with different features.
The concerned authorities of the Indian Railways are deciding to choose from the alternatives available for the freight tracking and also deciding on feasibility of implementation of the available option in the large train network. As mentioned by Lasyte (2019), the concerned authority will also have to consider and value the opinions of various internal and external stakeholders.
Analysis
There were various factors to be analyzed in this case. There are various stakeholders with different roles to play in the introduction and implementation of the new technology. Along with it the performance assessment of the new technology have also done by the stakeholders. The various stakeholders related and concerned with the pilot project of the tracking system are the internal departments of the railway such as the Mechanical Department, the finance department, the department of operations, ministry of the railways and the CRIS itself (Srivastava et al., 2009).
They all have different concerns over the RFID, which interferes in their departments. The CRIS General Manager for Asset Management systems has favored EPC Gen2, which is the advanced upgradation of RFID. The Project Manager of RFID has advocated for the proven technology over embedding the wagons something absolutely new and experimental. Other stakeholders such as the Senior Technical Director recommend the Global Positioning System (GPS) Technology. Signal and Telecom equally favors the GPS based system. Other options were also brought included Trackside Optical Cameras and Optical Character recognition systems.
Finance of the Railway board mentions improving on the current manual systems. Mechanical department worries about the system interfering with the maintenance of the system of the wagons. As confirmed by Stewart, Flynn and Marquis (2019), the technology of RFID is being used by the North American Train Systems. The performance of the RFID is proven and can be implemented as it is in the North American System.

The operational staff of the freight wagons, the related staff of the mechanical department who are involved with the maintenance of the railcars, the staff involved with the running of the trains on the tracks and other similar employees directly involved with the freight wagons.
