The focus of the policy brief will be to examine the case for user-centred policy design and implementation.
·Your brief should be addressed to fellow policy-makers working in local and/or central government and should set out the case for why policy-makers should involve users and citizens in the design and implementation of public policies.
·In recent years, policy-makers have begun to questions traditional assumptions around the design and delivery of public policies which emphasised a 'top-down' approach - as exemplified by the stages and cycles models of the policy process.
·The purpose of the brief is to set out the arguments for (and against) the use of 'co-production' in the development of public policies. Co-production includes the emphasis on human relationships and interactions in the design of policies - as highlighted in Hilary Cottam's work.
·Your brief should both refer to the academic literature on user involvement and co-production, as well as drawing on practical examples from real world case-studies. These can be taken from anywhere in the world, not just the UK.
