The baseline for the target and for relevant factors in the context may be used as the basis for considering extenuating circumstances. While each case is different, there are still basic similarities to cases in the literature from which we can expect likely outcomes. It may be possible to take baseline data, make a projection of the likely course of events if some intervention is not undertaken, and then connect some financial estimates of the cost of the continuing or escalating problem. This will require agencies to begin analyzing their records based on their own experiences in serving a given range of cases.
