FSA Report October 2015
A Chinese restaurant had food contaminated with insects and rat droppings and produce eight years out of date, a court heard .
The Hoi Kee in Pinner, Middlesex, was temporarily shut and owner Shuai Zhang told to pay £800 costs.
It was closed along with the TSK Cash and Carry in nearby Rayners Lane after Harrow's environmental health officers discovered rat infestations.
The food safety lapses were discovered during routine inspections.
Despite the two premises being immediately shut down and the owners fined, both establishments have now reopened.
Environmental Health officers in Harrow, who have closed four premises since August, are working closely with the businesses to ensure there are no relapses.
Mrs Zhang, who owns the Hoi Kee Chinese Restaurant, was ordered to pay costs of £800 at Willesden Magistrates' Court.
Luxmi Cash and Carry Limited which owns TSK Cash and Carry was ordered to pay costs of £1,500. Harrow Councillor for crime and community safety Graham Henson said: “Each and every day environment health officers are working hard across Harrow to keep people safe.
“Any shop or local business with poor standards of hygiene run the risk of being shut down.
“It is not acceptable for shops serving food to have rats running around their premises. Residents should be confident that they can eat out or purchase food safely.
“On this occasion Hoi Kee Chinese Restaurant and TSK Cash and Carry fell short of these standards.
“In such serious cases which endanger so many I am pleased that once again our officers took action before any harm was done to customers of these food businesses.”
Since both court hearings, Hoi Kee Chinese Restaurant and TSK Cash and Carry have had to carry out extensive improvements to guard against more pest infestations.
A spokesperson for the borough’s environmental health team said: “Officers are continuing to work closely with affected businesses to help them improve their hygiene practices for the future.
“Harrow environmental health officers will be monitoring these places over the next few months to ensure they understand the standards expected and that hygiene standards are upheld.”
