Background


The Office of the Mayor of London, and the Greater London Authority (GLA) have established a set of priorities for the development of London. We probably are all aware to some extent of the priority associated with London 2012 and the successful running of the Olympic and Paralympic Games in London; but we are much less aware of the other priorities. Among the other priorities, and considered by Mr Boris Johnson (the Mayor) as critical for a sustainable future is Environment (seehttp://www.london.gov.uk/priorities/environmentaccessed 09/08/2010)


Write a report which deals with the following issues:


1)A brief review of the powers and responsibilities of the GLA and the Mayor


2)A literature review summarising the policies which relate to “the environment” introduced by the Mayor in the last 5 years which includes:


a.An analysis of the policies in
both
academic and news sources


b.Critical evaluation of the evidence provided by the literature sources used


3)An analysis of the gap between policy, public policy initiatives and general practice among the public, based upon written material about the real changes in London which may have resulted from the policies; focusing on the priorities that the Mayor has identified


4)A survey of opinions among students at GSM concerning the priorities for London, and a particular policy or initiative recently announced by the Office of the Mayor


5)A conclusion concerning the effectiveness of the GLA and the Mayor of London in tackling key issues that relate to “the environment”

The Olympics and Paralympics have been the focus for a long time in London. Yet there are
several other priorities on the list for London that are strategically more important. This
includes social welfare as well as the protection of environment. The mayor has identified
protection of environment as one of the priorities for London. This is very crucial as it can hel

London improve life in London as well as protect the health of people in London. In this way
the programs formed for environment protection will help London be able to survive in the
long run. It helps ensure that people are safe and that the generations to come are able to live in
a better world which is fit for human existence. In this way it is essential that the environmental
concerns of London also be prioritized simultaneously along with the Olympics.
 Review of powers and responsibilities of the GLA and the Mayor
The GLA as well as the Mayor have several responsibilities as well as powers. Their main
responsibility is to ensure the welfare of London as well as its people. They have the rights to
choose priorities and also ensure that the priorities are chosen in such a manner that the
resources can be channelized for sustainable development. Sustainable development refers to
development of a nation or an economy in such a manner that it leads to short term as well as
long term benefits to the economy. The focus in case of sustainable development is to ensure
that the development is in favor of the next few generations. This is one of the main
responsibilities of a Mayor and a GLA. They are expected to take care of these aspects while
choosing their priority projects so that the general public is benefitted.
There are proclamations that if air pollution as well as other forms of pollution
from factories, industrialization, vehicles and automobiles, nuclear wars and such
disasters by humans continues at the rate at which it exists then the world will soon come
to an end. Hence it is recommended that these forms of air pollution be stopped or
controlled in London by effective utilization of the powers and rights of the mayor and
the GLA.

Natural resources are crucial to the existence of life. A disrupt in the balance of nature
threatens existence of life itself. Change in weather, temperature and quality of natural
resources is the result of mans‟ abuse towards nature. It is probably very late a realization that
nature needs to be maintained in order to maintain the quality of life. Industrial revolution,
population explosion and nuclear wars are events not expected by nature and it doesn‟t seem as
if nature is ready to support all of these. Nature is overloaded with work more than it can
handle. This leads to faster wearing off of nature. “Innovation has increased the productivity of
natural resources”. Yet, restoring natural resources and protecting the environment has become
a major challenge for the world.
There are several policies relating to environment that have been taken by the mayor in the past
few years. This includes reduction of air pollution, waste disposal management, global
warming reduction and several such measures and policies that help curb pollution. These
policies are of great importance as well as high levels of significance. They have helped
improve the conditions of London as a city and a capital. It helps create higher levels of
awareness as well (london.gov.uk , 2012).
In case of sustainable development the focus is on elimination of issues and problems that are
causing the deterioration and hollowing of the society itself. In this way sustainable
development is done with a long term vision (Heinrich, Hoelscher, and Wichmann , Ajrccm,
2011). Yet all of this growth cannot save the world. In case of development being ensured and
facilitated in such a manner that the environment is protected, pollution is minimized, issues
like global warming are controlled and the next generations can breathe pollution free air as
well as life can sustain on this planet, then this growth can be termed as sustainable
development (Keyfitz, N 1991).
