Some have argued that because the extent to which people value health in relation to other goods (such as food, shelter, clothing, a car, living where there is fresh air, and so on) varies from person to person, the most just health care resource distribution would be to give the same amount of money to each citizen (a “voucher” or “savings account”) and let him or her spend it however he or she chooses over a lifetime. Discuss the strengths and weaknesses of this arrangement. At what age should this allocation be made? Why?
