QUESTION #1: Response to a Terrorist Threat The response to a terrorist threat or incident within the U.S. must contain a highly coordinated, multi-agency (local, State, and Federal) response. In order to support this mission, a group of Federal agencies were selected to provide the core Federal response. Use the scenario below or choose your own and address the following topics: · Explain which Federal agencies are involved in a terrorist event and identify the lead Federal agency. · If it is discovered that the event is tied to a natural or man-made disaster, explain how the role of the lead Federal agency changes. List some disadvantages of this plan. Scenario There was an explosion at a loading dock in a large warehouse district: A fuel tanker at the dock exploded starting an out-of-control fire in the warehouses. The fire spread, destroying eight square blocks in a busy business and residential districts. Twenty-five workers were killed due to the explosion and two firefighters died while trying to get the fire under control. It was initially thought to be terrorist-related but soon discovered to have been an accident during the unloading of the fuel by the negligent driver. Consider the following scenario: 11-year-old Elena is excelling academically and obtaining A’s in all of her classes. She is working at an 8-th grade math level and is being assessed for the academically gifted program at school. She enjoys the academic side of school and strives to always do her best. Elena responds well to the challenging independent work activities her teacher provides for her, but has more difficulty when she is asked to work in groups as she tends to shy away and not talk much. This babysitting interferes with her studying, often making her study well into the night and even early morning hours to keep her grades up. Despite her academic successes at school, Elena is feeling lonely, sad, and anxious.
