Introduction
Terrorism in any form poses a great threat to security of citizens all across
the globe. It would be essential to consider that terrorism is not only a threat for human life rather; it is a major threat to international, political, social and economic stability as well as prosperity. Therefore, considering the current scenario, many nations have adopted a new strategy to counter terrorism, which is counterterrorism. Fighting the threat posed by terrorism with military action is a new strategy adopted by many countries; however, serious concerns as well as perceptions exist towards adoption of this strategy. This paper would discuss tackling terrorism through military response. Further, efforts would be made to present evidence reflecting the effectiveness of using military response in countering threat posed by terrorism.
Terrorism
Terrorism is now a global threat not only to the lives of individuals but also to the international stability, economics, politics as well as other operations. In a broad sense, terrorism is the use of violence using political or religious purposes. It would be essential to understand that there could be different definitions for terrorism because there is no universal agreement about it. Further, there are more than 109 different solutions towards terrorism and one of the most effective definition have been given by Michael Walzer as “terrorism is the deliberate killing of innocent people, to spread fear throughout the population and to force the hand of their political leaders. There can be different rationales behind terrorism or using terrorism as a tactic. As supported by the evidences presented by Mills and Miller (2017), terrorism is commonly used as a mode of asymmetric warfare in order to force the governments or other political organisations and bring them into agreement of fulfilling their demands.
One of the most common mode used by terrorist is airline hijacking. 9/11 attacks in New York can be presented as one of the most effective and prominent examples. Further, from 1968 to 1972, there was a sharp increase in the number of hijackings, especially in Unites States, where terrorists used to demand huge ransom or the release of other fellow terrorists (United Nations, 2020). It would be essential to consider that violent actions are usually categorized based upon the perpetrator, victim, methods as well as the purpose behind terrorism. Further, this also explains the rationale behind variable definitions of terrorism because different definitions emphasize upon different characteristics, which is highly dependent upon the prioritization of the involved agency.
Strategies to Counter Terrorism
Strategies or responses for against terrorism are highly variable across the globe in a broad scope. These strategies include re-alignments of political spectrum as well as reassessments of fundamental values. One of the most common strategy includes targeted laws, deportations, criminal procedures and enhanced powers for the police. In other words, all these aspects are also known as anti-terrorism legislations with the major purpose of fighting terrorism. Further, these legislations also include many other specific amendments, which allow the state to bypass or surpass their own legislation; thus, facilitating the implication of terrorism combats strategies. Likewise, there are many global strategies, which have also been proposed to counter terrorism such as ‘UN Global Counter Terrorism Strategy’. This proposed strategy is composed of majorly 4 pillars, which are as followed. Addressing the conditions, conducive towards the spread of terrorism and this is majorly because motives, tactics, rationales and modes of terrorism are distinct in every nation (Newsome, Stewart & Mosavi, 2017).
