Project Background & Overview
The project that has been selected as a case project is a road construction project. The private funds of the company are used in the designing and building of the road projects and are also utilized as per the concession periods allocated. The revenues are collected from these operating projects in the form of user fees to earn profits from the investments made. The ownership is then transferred to the customer. The funding may also come from the party in most of the cases. The choice of owners may be private as well as public.
One of the government agencies that work in the road construction sector is Finnra. Over 78,000 Km of public road networks is managed by the agency. This makes up for 25% of the infrastructure. The various activities and operations that the agency is responsible for include road safety, management of traffic, routine maintenance, road planning, and regular maintenance. The pre-qualification process or open competition is the methods that are followed to obtain the services. The market of road construction is very competitive in spite of the presence of only handful of experienced designers in this field. Over 90% of the market entities are small-scale enterprises.

The quadrant analysis of the risks has been shown in the figure above. The risks that have been listed and identified in the risk register are classified in the four quadrants. There are certain natural hazards and risks that may occur and the ones included in this this category are the natural calamities and hazards along with air quality and noise impacts. There may be damage to the road infrastructure developed during the project due to occurrences, such as heavy rainfall, floods, earthquakes, and likewise. Some of the risks may take place due to incorrect operational decisions or mistakes by the resources. Degradation of Water Quality, degradation of Transport Infrastructure, Material Spilling, Construction Noise Impacts, and Operational Errors are some of the risks placed in this quadrant (Dsdip, 2018). The overrun of the project budget has been included as the financial risk as there may be gaps between the actual and estimated values of the budget. There may also be risks associated with the project strategy and these may include use of excessive material, schedule overrun, legal obligations, and emission of excessive wastes and improper management.
