The Morey unit in Arizona was opened in 1999 and houses 840 inmates, at 5%
overcapacity. The unit houses a varied group of prisoners, including both low-risk prisoners
and those that are either a danger to other prisoners or at danger from other prisoners (DOC,
2004) The hostage situation that occurred in 2004 was the result of several factors, broadly
split onto three categories. First, there were rules and regulations that would have worked to
prevent the situation if relevant regulations and rules were enforced. Secondly, the response
called in too many parties. Finally, preventative measures utilising new technologies and
modern methods should be in place.
The situation itself consisted of two inmates armed with shanks taking a correctional
officer and a kitchen worker hostage, after which they used the officer’s uniform to access the
tower in the centre of the unit, giving them access to weaponry and putting them in a high-
security location which they could defend relatively easily. It is important at this stage to note
that the offer to help with the escape attempt was given to various other prisoners, who
universally declined The department of Public Safety, FBI, and sheriff’s office also sent
