He has been scheduled to appear in court in his home city, Los Angeles, as a defendant to answer charges involving murder and violating civil rights. He is currently free on a $1 million bond; the local police are not providing any protection.



In recent months, the city has been terrorized by a series of related homicides of white supremacist followers and the brutal beating of the client’s assistant. Overview
The security situation presented is one with significant risks and problematic
logistical factors, but should be relatively easily controllable. The majo
r problem factor is the
faction within the group that is killing other members of the group. Given the VIP’s position,
this means he is either one part of the faction that is doing the killing, or part of the target
faction. In either case, it is likely that the violent faction will use the significant unrest and
publicity afforded by the court appearance to further its own agenda. The nature of this
internal political dispute also means that those most likely to pose a threat are also likely to
have intimate knowledge of the VIP and home location, as well as familiarity with weapons.
The staff of eight security will be divided into four two man squads, whose default
roles will be oversight, personal protection, leading, and float. This will give an element of
tactical flexibility, which will be reinforced through variation of those procedures that do not
have to be fixed.
Logistical limitations
The main logistical limitation is in the number of men. However, the day plan itself
has several logistical limitations of its own. The ‘home’ and ‘away’ locations are both fixed,
and public knowledge. There will be a significant crowd presence of several antagonistic
forces at the courthouse. The VIP himself may have some intention of fostering trouble,
though it is likely he will recognise that his own safety is paramount and that incitement to
thought rather than action is required.
The medical situation also requires logistical consideration. The nurse, wheelchair,
and associated equipment mean that there is little flexibility in movements and locations, with
limitation around ramps and so on.

It will also be impossible to cordon off the area to any significant effect, and the
police have expressed that they will not provide support. However, they are obligated to
control civil order issues, such as if a riot breaks out in the crowd, and so can be relied upon
for an element of control. Making movements known to them at all times will be critical in
maximising the utility of available security staff.

Before the plan can be confirmed, several areas of information will need to be fleshed
out. This would consist of:
- Background checks on the principal members and histories of each faction. Antagonistic
