A group of people in society are unable to get food or clothing. They decide to go into a store and help themselves. When the commander of the society finds out he lets the thieves know that they will be dealt with using the full force of the law when they are caught. However, the next day, the group goes out and helps themselves once again. This time several of them are caught on video tape. The commander of the society seems somewhat indifferent to their plight of not having food or clothing and talks to several of his next in commands trying to rectify the situation and put the criminals behind bars. He tells some of the next in command what a good job they are doing. Yet, the group that needs help getting food and clothing gets little support. This was the sorry state of Hurricane Katrina. Which group of people were deviant in that situation?
