Introduction: Summative Overview
    The problems of indifferent administration pose several unexpected challenges in the healthcare system. In fact, indifference to the grave problems existing in the syste
m, especially when they are related to the financial disbursement of capital, is some of the major issues that administration must work on. In the given case study of use of ED in CGH, Matt discovers some issues that not only require immediate attention of the authorities, but also they need to be understood at unanimous level to all of them. What makes this problem appear to be big towards the end of the case study is the neutral behavior of the administration about the so called ‘lost capital’ that could be used right at the bottom line of the system to improve healthcare initiatives in the community (Baker, 2009; Sarker & Sarker, 2010).
    A detailed observation of the case study showcases how Matt reaches to the bottom line of the issue prevailing in the healthcare system of the CGH in the management of the ED services. He notices by reading an article that repeated cases are registered in the hospital facility which has burdened the ED services with some unwanted pressure over the past months. Upon inquiring from Ms. Patel, a resident in the hospital, he discovers that not all the problems mentioned in the article were wrong; they were just exaggerated without having relevance to the problem. In other words, the registration of a number of patients to the hospital facility on repetitive bases was only due to the routine care observations that the patients required. However, the Medicaid insurance gave way to the non-disbursement of the capital which was two million and Matt comes to know that this capital has not been given to the hospital yet. The sum is big enough and it cannot be left unnoticed by the board of directors.
