    According to Mannen (1978), the outlook of the patrol officers is to classify the citizens according to the suspicious behaviour and tag them as criminals. This type of outlook is prevalence as the only way for street policemen to identify a suspect is by observing them and tagging them as ‘Asshole’ when something unnatural is seen in their behaviour. In the streets, this outlook prevalence as there is no other way to first confirm a person being a criminal and creating nuisance in the streets. The person always behaves like a normal citizen before committing a crime and hence a policeman is bound to suspect by observing the citizen and tagging them as an offender.
