General deterrence restricts crime by terrifying the public with the punitive action of a single perpetrator. Specific deterrence emphasises the person being penalized, whilst general deterrence establishes an example for the community as a whole. As a consequence, general deterrence arises from the public's belief that traffic rules are implemented, and so there is a potential for recognition and punitive measures if they are infringed (Fehr 53).
