2. Overview of case study
The given case study is related to failure of LAS (Landon ambulance services) failure. This incident was occurred in 1992 which cause so many lives lose to people of London. The failure of newly developed computerized system leads to mismanage of ambulance service at London. There are several reasons which are reported for this failure. The primary reasons for this failure are not making complete development and start using it, validation of this development is not carried for health industry, the significance of break downs is not tested, project risk and their evaluation is not measured, and finally the professional behavior towards this newly developed costly system is not deployed. There are some technical, economic and social factors which lead to failure of this high cost system. The outside climate of this LAS CAD system is not verified as the primary stakeholders, this is also a reason for its failure. The termination failure, multi levels, expectation failure, project abandonment, project escalation and project trajectory are the sections described in given case for this failure of LAS CAD information system. For effective execution of this costly LAS CAD system, the call taking capabilities, identification of required resources, mobilization of used resources, and finally the information management system implementation must be carried out in effective manner [Finkelstein & Dowell, 1996]. The capacity to handle all new scopes of this system will define its success or again failure in near future.
3. Issues: Areas of weakness or limitation in the (existing) LAS CAD system
The LAS CAD system has so many different issues, limitations and weaknesses. These issues are mainly related to design, implementation and data base handling in existing system. It is a public interest and very costly application which is dealing with lives of human being, so, such issues, limitations and weaknesses must not be present there. The identification of associated issues, limitations and weaknesses helps in dealing with this type of condition in near future. The mainly observed issues, limitations and weaknesses of this potential LAS CAD system are listed below:
1. The design of this system is main associated issue, limitation and weakness of this LAS CAD system. The designer does not make proper design which can handle the public interaction in effective manners [Hougham, 1996].
2. To start development of any costly application which is dealing with peoples, the evidence diagrams, analysis of proposed system and a acceptable conclusion is developed before starting the actual development work. But in case of LAS CAD system, such important requirement considerations are not properly followed.
3. The LAS CAD system places the collected data and other information on different physical places. Thus, the users of the systems are not able to allocate required resources on time. It is huge mistake to implement such information system without using a central location to store and process the collected data.
4. The 318 service to handle the calls for ambulance service is human dependent. It is an information system so, involvement of humans must be minimized but this system is more dependent on human being to make final executions of commands.
4. Recommendation: Proposal for the re-design of the LAS CAD system
The LAS CAD system is very required and effective system which can improve the medical system of United Kingdom. The other developed countries can also purchase of lease this crucial system for implementation [Fitzgerald & Russo, 2005]. As existing system has so many associated different issues, limitations and weaknesses, so, its redesigning proposal is required. The key recommendations for this redesigning proposal of LAS CAD system are listed below:
1. In system development, the key component is requirement analysis. The properly collected requirements define the success of any potential project. As this system deals with human lives, so, my first recommendation is to make proper analysis of related system requirements. The development team can make questionnaires, survey etc to collect proper requirement of this LAS CAD system.
2. The design of existing system is main issue relate to LAS CAD system. So, my second recommendation is to make use of proper design before starting any actual development work. The properly developed design will help the team to make assumptions on bases of design.
3. The existing LAS CAD system places the collected data and other information on different physical places. Thus, the users of the systems are not able to allocate required resources on time.
