The primary aim of any research work is to develop and extract new ideas and theories that have been not yet covered by any previous researcher. Hence in any research, if adequate of further information and logics can be developed, then it is the real success of any study. It is also to assert that some ethical considerations are essential for any researcher to emulate. Many researchers who research the national level explore homeland cyber security (Hobijn, 2002). However, due to the enormous costs of the research and development issues, sometimes many researches are stuck at midways, and further progress becomes impossible. In this paper, the discussion will be carried out about the ways by which senior policymakers of any country can make the homeland based cyber security research development at low budget.
