3. There is a multi-billion dollar telecommunication project where project activities are occurring all over Australia. Most of the actual project installation work is undertaken by individual sub-contractors. Several labour hire companies have been recruited to source the sub-contractors. The project has been underway for two and a half years and is behind time, over budget, and morale of the stakeholders is low.
