Introduction
In order to arouse public notice to criminal acts that continue to endanger millions of people around the whole world, Congress designated January
11 as "National Human Trafficking Awareness Day." The US is a world leader in combating forced labor as well as modern slavery, devoting the resources to secure moreover to assist victims, enact laws to combat traffickers, and encourage different countries to do this. However, the US government’s actions in human trafficking are lagging behind in one place: the recruitment and use of children as soldiers. In few cases, the US may even provide military support to accomplices in such crimes to governments that have determined that they have used children as combatants.
Shortcomings in policies designed to address the eradication of child soldiers and the current policies are ineffective
The Child Soldier Prevention Act (CSPA) of 2008 gave the US government the power to punish governments that recruit as well as use child soldiers. The law needs the State Department to publish a list of nations that recruit or use child soldiers or support armed groups each year. The US government is strictly prohibited from providing police and military support to any government on the list (RAVINSKY & LUMPE, 2017). But CSPA contains a loophole: if the president believes that it is in the national interest, the ban can be exempted easily or in whole or in part (Bodineau, 2019). Since the law went into effect in the year 2010, President Obama has used this exemption every year. According to data from the Stinson Center, since 2010, foreign governments should be prohibited from providing more than $1 billion in aid and arms sales as a lever to promote reform (RAVINSKY & LUMPE, 2017)....
