In both countries, newer cars pass inspection (if required) easily, but older cars are more likely to fail inspection and be removed from the operating car fleet. Draw hypothetical Salter Graphs, with emissions on the y axis, for the car fleets of Japan and the United States that reflect the stricter emissions standards in Japan.
