On August 11, 2011, the Bay Area Rapid Transit District (which provides subway and light rail service in San Francisco) turned off cellular phone service inside its subway tunnels. This was allegedly an attempt to quell protests that were taking place in BART stations by making it more difficult for protestors to organize. Was this action morally permissible?
