community. It is the obligation of the emergency manager to work with various

agencies to identify a community’s vulnerable populations and ensure plans are

in place to address their needs during an emergency. Review the Anytown

simulation in the Topic Material. What are the primary areas of concern for the

emergency manager in regard to vulnerable populations? What vulnerable

populations would you expect to find in Anytown and what challenges might be

faced in adequately dealing with their needs?
