Introduction
The report discusses in detail the payroll system implementation disaster at Queensland Health which proved to be the largest IT project failure of Southern hemisphere. Queensland Health is a healthcare provider for Australian state of Queensland. This public sector organization saw excellent growth in offering health related services to citizens and the legacy system became obsolete and could no longer be supportive, thus requiring it to transition from its legacy LATTICE system to new IT payroll system. Therefore, the shared service initiative concluded to replace the existing system with SAP ECCS and Workbrain with CorpTech assigned to oversee the standardized implementation across all departments of Queensland.
This report highlights the implementation failures, the critical factors which could contribute to the success of the IT payroll implementation project, need of IT governance framework for such case, COBIT Framework and one alternative framework for the case in the following sections.
Implementation Failures
Implementation failure is a disaster for the organization as it directly affects the employees. Out of numerous procedural challenges, the organization may face potential issues and risks while implementing payroll system. Payroll process may generate issues which can turn into big problems and lead to major project failure if not addressed in time and with expertise. Such a failure causes missed pay deadlines, dissatisfied employees and reputational damage with financial penalties. In this case, it proved to be a major set-back to the state. Various reasons of such failure include not defining the objectives of the project clearly in its initial stage, lack of planning and project governance, over-reliance on the software solution, insufficient training and support to the staff, miscommunication among the team members, acceptance issue or resistance from the employees for accepting change, not planning the change management and handling out-of-scope problems, lack of careful transition from obsolete legacy system to new system, improper testing of each of the implementation stages of SDLC, not defining requirements of the system clearly, unwise selection of implementation strategy in accordance with the size of the target organization, wrong assessment of complexity of the project, etc. The last three factors are discussed in detail in this section.
Requirement Specification
Payroll management is a crucial function for any organization. An automated software streamlines the processes associated with the compensation for accurate and quick action. It is very important to specify requirements of the business with complete details about functional areas, opportunities and problems related to adopting the new system. The requirement specifications when clearly articulated, ensure that the new system works as intended and shows the scope of implementation too. In case of Queensland Health, the requirement specifications were not outlined appropriately. The issues of functionality and user acceptance surfaced during testing phase which should have been discussed and eliminated during initial phase of implementation, i.e. while setting the requirements. The solution to those issue inflated the costs since the issues were viewed as new requirements of the system as they were not included in the project scope. The communication gaps among the implementation team members were evident as they failed to communicate the requirements clearly. The parties did not have precise understanding of the deliverables and the tasks required to accomplish the objectives. The state went ahead with a prime contractor for its IT payroll system implementation without ensuring that all the requirements and specifications were precisely defined. The stakeholders were in continuous discussions about accepting and rejecting certain functions at a later stage of implementation due to lack of proper requirement specifications. This benefitted the prime contractor who varied the scope of project following every debate on requirements thus claiming variance and inflating the overall cost of the project.
Implementation Strategy
Implementation strategy used in implementing the IT payroll system at Queensland Health was based on a solution which had dealt with fewer complexities as compared to Queensland Health. It further lacked engagement of prime contractor consultant as well as utilization of WorkBrain which were both part of the implementation of the new system. Moreover, the legacy system of LATTICE was no longer supported by the third parties and the succession plan for the old system was useless. WorkBrain instigated additional complexities which were not anticipated beforehand. This WorkBrain feature offered to process timesheets into acceptable format using SAP so that payments could be made by the financial institutions. But the lack of appropriate interface between the feature and SAP led to payroll becoming a time-consuming process. Multiple interfaces would increase the complexity of the system and require more training for the employees for system upgrade and maintenance. Inclusion of this feature in implementation strategy without prior testing to ensure whether it can handle such a large scale organization proved to be detrimental for the project. A progressive methodology was required in the project in order to substantiate the feature offered by the prime contractor as a rostering solution.
