Brian finally got his coveted day off to spend on the golf course with his wife, Sharon. He couldn’t have asked for a more perfect day—great weather, early tee time, and his putting was perfect. Then came the dreaded call from Brian’s work. “Now what?” asked Sharon. “Production was just informed that our base material is back-ordered and will not be available for at least two weeks, so the office wanted to know if they should order from our backup supplier,” Brian stated. “Why do they always have to call me? They have seen me handle this same situation multiple times. They know we need the material by Friday, and they know the number is on my speed dial. I can’t have one day where my staff handles problems on their own. It drives me crazy.” To that Sharon replied, “Perhaps the problem is not with your staff; perhaps it is with you. Have you ever asked yourself why they don’t make decisions on their own?”
Now what did she mean by that? But before he could ask for clarification, Sharon was already walking down the fairway. Brian was a hard-working and efficient manager. He made sure all details were taken care of and tried to solve issues or problems to eliminate excess stress on his staff. He treated them with respect and provided positive feedback to constantly encourage his team. Then why could they not make decisions on their own? Did they not have the resources or knowledge to make the decisions, or did they lack the confidence or the authority to make decisions? If either of those options were true, what did it say about his ability to lead?

They have appointed you as an external consultant to evaluate the situation and provide recommendations on how to address this issue. You are required to write a 2,000 word (approximate) report that addresses the following criteria:
1) What factors might contribute to staff not making their own decisions? Furthermore what should the organisation do to address this situation?
2) What aspects of Brian’s leadership are ineffective? What skills should Brian try to develop to address these ineffective aspects.
3) What empowerment issues might exist in the organisation and how should the organisation address these?
4) What other skills are needed by staff to enable them to be more effective in their operations, and why?

Preliminaries:

Introduction:
· This indicates the purpose of your report
· Provides an overview of all important aspects of the case.
· Identifies the key issues addressed by the report.
· Specifies the plan of the report.
Discussion:
· This is the main part of your report.
· Here you will identify, discuss and evaluate the case study based on the questions posed.
· Here you should identify relevant theories that support your evaluation of the issues, or support your recommendations. Remember APA referencing is required.
· Include appropriate subheadings for separate sections within your report.
Recommendations & Conclusion:
Finally, based on your discussion, make some recommendations that you suggest the organisation, or Brian, should do to address the issues identified in your report.
· Here you should identify, and use, relevant theories that support your recommendations. Remember APA referencing is required.
· Your conclusion needs to finalise the report and inform the reader of how the report has addressed the key issues identified in the case.

You must use academic journal resources and suitable language and grammar.
