My take on this is two fold, one side of me says its bad businessto do these kind of things but the other side says go where the money is. These resale companies really don't want anything to do with the land but notice its been on the market for a long enough time where they can buy it for cheap. They hold on to this pocket of land till the time comes that land is needed for developmentthen resell the land they bought (usually many years down the road and the value has risen since) to a company at way higher than it is worth typically. But because the land is in dire need to develop there are no options and the deal goes on. The cycle repeats many, many times with the company buying and reselling land at a whim with no remorse towards developers of that land.
