Introduction and background
Juvenile crime is a major issue in present day crime systems and requires a lot of attention in order to be rectified. Juvenile offenders many a times require to face problems including being placed with adult offenders due to overcrowding of prisons and incorrect judgments, bifurcations and understanding about their needs. Lack of facilities makes their conditions in prison pitiable. A sharp rise in the rates of juvenile offenses it becomes extremely important to expand the facilities for juvenile offenders in prisons (Larry, 2010).
Case problem requiring intervention
The main problem identified in the case is that there are not enough facilities for juvenile offenders in prisons. Overcrowding of prisons is causing a lot of problems. Prisons and prisoners are a difficult and yet important issues to be managed by administrators and require appropriate facilities. It is essential that there be appropriate evaluation of trends and control exercised in order to ensure better levels of management and better environment for prisoners and their welfare.
Processes used to identify the problem in the case
The processes used to identify the problem in the case is critical analysis of the given information or data. It is extremely important that the rights and safety of the prisoners are preserved. The present systems in prisons have higher flexibility as well as better environment and facilities for the prisoners. Overcrowding of prisons leads to several problems in administration. It leads to problems like lack of food and other expense funds for the inmates. This results in problems relating to quality of life for the inmates of the prison. It leads to problems of space as well as creates high expenses for the state. It leads to poor administration and control within the prison (Larry, 2010).
Type of program that would resolve the issue
As prisons are a substantial part of the state budgets and form a massive expense to the state, it becomes important that they are freed from the burden of overcrowding of prisons. Only then it is possible for them to achieve better levels of efficiency in management of prisons. An expanded budget for prisons can help resolve this situation to a great extent.
The data required to be collected to identify the problem
The data required to be collected include the information or statistics on actual funds received for prison management and actual requirement of the prisons. Then it would be possible to analyze the actual gap that exists between the funds availability. The next step is to analyze the usage of funds or areas where the funds are spent on. Then the areas which require more attention can be identified. These problems make it essential that the problems caused due to overcrowding of prisons are resolved (Larry, 2010).
Data collection methodologies to identify the problem
The data collection methodology includes using secondary methods of research where INS statistics can be collected from reports and government website as well as information on budgets. These sources would provide us with the required data and information (Boros, E. & Duns, J, 2010).
Ways to involve key personnel in data collection and analysis
The police and the courts are responsible for taking action against and punishing citizens who break laws and indulge in drug usage. This impacts the nation and the Federal policies at national and international levels. If they are made a part of the data analysis team wherein they explain the major concepts and also supervise, then it would be possible to gain better insights as well (Anderson, K., 2006).
To conclude, it is possible that the law is bended a little and considered as a norm in order to let the proceedings actuate. But this does not imply loss of importance or value in the stated law, as a convict charged of a serious crime will have to go through the same vigor in punishment even at a country jail. At the same time, if he/she is sent back to prison, the time already spent behind bars, in a jail does get counted or considered in present times and this is the change that has occurred in terms of development and operation of institutional and community based corrections in the present times. The development of several changes and initiatives has definitely helped in improving the conditions of the prisoners (Anderson, K., 2006).

Criminal justice is the system of practices and institutions of governments directed at
upholding social control, deterring and mitigating crime, or sanctioning those who violate laws

th criminal penalties and rehabilitation efforts. Those accused of crime have protections
against abuse of investigatory and prosecution powers. Criminal Justice Research (2012)
Criminal Justice Program
The Criminal Justice Program is the most important program in the society point of view
because it would help the minors to stop offenses in the society and educate them to make their
bright future. There are several juvenile cases are running in every country, but it also needs to
do proper justice to minor offenders to save their life to spoil forever. In this concern, for minor
justice program, it requires funds to run the program effectively and efficiently for justice with
juvenile offenders (Allen & Sawhney, 2009).
Evaluation Elements
There are many criteria’s of evaluation of Criminal justice program defined in the
previous paper, gist of those programs is given in brief first one is Relevance where the success
of the program should be evaluated by the help of relevance that is consistent with beneficiaries’
objectives or not, the next one is Efficiency which is designed when the success of the program
can be also evaluated through efficiency measurement of funds and expertise that include in the
program as input and what output is there. Effectiveness method can be adopted when the

remains same. In the defined problem which can be identified from the previous papers is this
